Макар условията в центровете като цяло да са добри, задържането следва да бъде изключение от общото правило. За отделното задържано лице е от значение самото състояние на задържане и характерът на решенията, които са довели до него.

Задържането следва да се ограничи по срок. Не трябва да се забравя, че сред лицата, търсещи убежище, има и такива, които са имали драматични преживявания, които са ги накарали да потърсят убежище в ЕС.

Следва да се гарантират правните съвети и информация от мястото на задържане.
-
Задържането на деца, дори придружавани, следва да се избягва. Във всички случаи децата трябва да бъдат с родителите си или родителите трябва да бъдат третирани различно. Въпреки това задържането в неизбежните случаи трябва да бъде с минимална продължителност. Социалните въпроси и образованието на децата са от първостепенна важност.

Задържането на бременни жени следва да се забрани.

За семействата трябва да се потърси алтернативно на задържането решение.
-
Да се гарантира, че правилата за уязвими лица се прилагат на практика.

Осигуряване на медицински, психологични и психиатрични грижи за задържаните.

Много бивши лишени от свобода чужденци се задържат в центровете. Някои от тях са обикновени престъпници. Някои са просто хора, които са били осъдени за незаконно влизане или просрочване на разрешения престой в Обединеното кралство. Повечето от тях нямат документи. Бившите лишени от свобода чужденци следва да се отделят от незаконно пребиваващите мигранти.

Обединеното кралство следва да вземе всички мерки с оглед намаляване на преместванията от един център в друг на територията на Обединеното кралство, особено в случай на преместване в Шотландия и от Северна Ирландия, където се прилага различно законодателство. Това засяга проследяването на правните и медицински случаи и повишава риска от загуба на вещи.

Подобряване на посещенията в центровете от неправителствени организации и по време на процедурите по връщане.

Подобряване на достъпа до интернет във всички центрове.

Безпокойства относно автоматизираните (дистанционни) съдебни заседания за освобождаване под гаранция и последващата невъзможност за взаимодействие с правен консултант.

Във всички центрове за задържане следва да бъдат възприети следните практики:
- присъствие на независими контролни съвети,
- служби за подкрепа и юридически съвети на място (както, например, Съвета за бежанците и Службата за консултиране на имигранти в Оукингтън)
- предоставяне на многоезична информация
- помещения за различните вероизповедания на място

Тъй като процедурата за бързо проследяване изглежда твърде бърза, тя може да доведе до несправедливи решения; процесът трябва да бъде преразгледан, така че бързината да не навреди на безпристрастното и справедливо разглеждане на всеки отделен случай.

FINAL PROGRAMME
The purpose of the visit to UK is to ascertain directly the situation regarding the reception of asylum seekers and irregular migrants in UK, to check the implementation of Council Directive 2003/9/EC laying down minimum standards for the reception of asylum seekers, as well as to exchange views with government authorities and representatives of civil society.
This visit to UK follows similar delegations to Italy (Lampedusa), Spain (Ceuta and Melilla, Canary Islands), France (Paris), Malta, Greece (Samos and Athens) and Belgium.

Yarl’s Wood is a purpose-built immigration removal centre. Two blocks housed up to 900 detainees. One of the blocks opened in November 2001 but was closed following a disturbance and a fire in February 2002. The damaged block was razed. After extensive rebuilding, the second block opened in September 2003 with an initial capacity of 60. Capacity was expanded to 120 by August 2004, and to operational capacity of 405 by 2006. Since reopening it has become the main removal centre for women and families. 2

The centre has been in operation since 2000. With an operational capacity of 300, the centre used to accommodate a mix of families, single males and single females. It was originally designed to accommodate people for maximum 10 days.
As the centre was due to close towards the end of 2006, it seems that there has been a reluctance to invest in facilities/services. However, it seems now that the functioning of the centre might be extended until June 2010. NGOs seem very concerned about the situation in this centre.
At present, it seems that only men are detained in the centre; appreciatively 40 % of them are Foreign National Prisoners (persons from other countries who have finished their time in prison and are about to be returned to their country) (situation on the 8th November 2007).

Harmondsworth opened in September 2001. It used to be the largest immigration removal centre, holding around 500 people. Around 2,000 people each month used to pass through its reception area, at all hours of the day and night. Most spent only a short time there; though some could spend months or even years there.
Over recent years, the centre has experienced a major disturbance, and an apparently self-inflicted death. It closed in mid-2004 and reopened in October 2004. Given the closure of part of the wings, the capacity is now of 250 people.
Originally holding families as well as single men and women, it seems that at the time of the inspection carried out by HM Chief Inspector of Prisons in July 2006 Harmondsworth held single male adults only.
