About approval of Standard Rules of enrolment to education organizations, realizing vocational academic programs of technical and vocational education
Standard Rules of enrolment to education organizations, realizing vocational academic programs of technical and vocational education 1. General provisions
1. Current Standard Rules of enrolment to education organizations, realizing vocational academic programs of technical and vocational education (further - Rules) establish the order of enrolment to organizations of technical and vocational education, to high technical schools (further – education organizations), not depending from the patterns of ownership and departmental subordination in accordance with the Law of the Republic of Kazakhstan “About education” dated July 27, 2007. 2. The citizens of the Republic of Kazakhstan, who have basic secondary (basic general), general secondary (secondary general), technical and vocational (primary vocational and secondary professional), higher (higher vocational) education, persons of Kazakh nationality, who are not citizens of the Republic of Kazakhstan, and also foreign citizens and persons without citizenship on the order, established by the legislation of the Republic of Kazakhstan are accepted to the education organizations. Free technical and vocational education are allowed to citizens of the Republic of Kazakhstan and to persons without citizenship, permanently living in the Republic of Kazakhstan, if the education of this level they get for the first time, on the competition basis in accordance with government education order. Free technical and vocational education, given to foreigners on the competition basis in accordance with government education order, is determined by international agreements of the Republic of Kazakhstan. 3. The quota of enrolment, approved by the Resolution of the Government of the Republic of Kazakhstan dated March 28, 2008 #296 “about establishment of quota of enrolment for education in education organizations, realizing vocational academic programs of technical and vocational, postsecondary and higher education”, is considered during enrolment to the education organizations for: 1) citizens from the number of disabled persons of I and II groups, disabled persons from the childhood, disabled children; 2) persons, equal in benefits and insurance arrangements to participants and disabled persons during war; 3) citizens form the number of rural youth for specialties, determine social and economic development of village (aul) according to Annex 1 to current Rules. 4) persons of Kazakh nationality, who are not citizens of the Republic of Kazakhstan; 5) children-orphans and children without charge of parents. 4. Citizens, who have technical and vocational (primary vocational, secondary vocational), higher (higher vocational) education can be enrolled in education organizations for studying in relevant academic programs, providing shorten apprenticeship. Form of test and the list of subjects of preliminary examinations for given category of persons is established by an education organization. 5. Enrolment for studying with government education order in different specialties of technical and vocational education, requiring work with state secrets, is provided in education organizations, that have permission of bodies of national safety in accordance with the legislation of the Republic of Kazakhstan about state secrets. 2. Organization of reception of documents and conduction of preliminary examinations
7.Organization of work of admission commissions of education organizations for enrolment of citizens for studying with trips to other regions is decided under the agreement with founder. 8. Information about rules of enrolment, and also decisions of admission commissions in organization of reception of applications, schedules for conduction of preliminary examinations, results of enrolment should be timely announced to matriculants. 9. Reception of applications for studying in education organizations is provided: By educational academic programs of technical and vocational education, providing training of middle specialist on full-time tuition from the 20th of June to the 20th of August; on extramural or part-time tuition from the 20th of June to the 20th of September, for specialties of art and culture from the 20th of June to the 20th of July; By educational academic programs of technical and vocational education, providing training of staff on more difficult (allied) occupations from the 20th of June to the 20th of August, for extramural tuition from the 20th of June to the 20th of September. 10. Excluded in accordance with the Order of the Minister of Education and Science of the Republic of Kazakhstan dated May 21, 2008 № 289 (see old ed.) 11. Applicants attach original of document about education, medical certificate #086-U (for disabled persons I and II groups and disabled persons from childhood - confirmation from the medical and social expertise), 4 pictures 3x4 size to the application for enrolment for studying in education organizations.
Citizens, presented certificate of complex testing (school-leavers of past years, participated in complex testing in current year for entering higher education establishments) or certificate about results of UNT (school-leavers of general secondary education of current year, participated in UNT), become free from preliminary examinations and are accepted to the competition according to conditions, identified in the point 17. 12. Preliminary examinations for applicants in educational academic programs of technical and vocational education, providing training of middle specialists, and who have: General secondary, technical and vocational education, that is not relevant to profile of specialty, conducted in three subjects (Kazakh language and Russian language, history of Kazakhstan and subject of profile of specialty); Basic general education – in two subjects in the volume of academic programs of basic general education (Kazakh or Russian language and subject in profile of specialty). For applicants in higher technical schools preliminary examinations are conducted in three subjects in the volume of academic programs of basic general education (Kazakh or Russian language, mathematics and subject in the profile of specialty). The forms of preliminary examinations are established in the education organization. Preliminary examinations for applicants in educational academic programs of technical and vocational education, provided staff training in difficult (applied) professions, are conducted in the form of interview. Applicants pass preliminary examinations in Russian or Russian language. Subject in the profile of specialty is determined according to the Annex 2 to current Rules. 13. Citizens, entering education organizations in specialties of art and culture, pass special or creative examinations, approved by an education organization according to the Annex 3. Citizens, who got “inadequate” mark for special or cultural examination or who did not come without valid reasons, are not accepted to other examinations. Forms of preliminary examinations for citizens, who have basic secondary, general secondary education, identified in point 12, testing and examinations in subjects, are established by education organization. Applicants in education organizations pass preliminary examinations in Kazakh or Russian language. 14. For citizens, entering for studying of educational academic programs of technical and vocational education, providing training of middle specialties, preliminary examinations are conducted: for full-time tuition from the 1st of August to the 28th of August, for part-tie tuition from the 1st of August to the 25th of September; for specialties of art and culture special or creative examinations are conducted from the 21st of July to the 28th of July.
15. Appeal commission is created in education organization for the ensuring following of united requirement and resolving of controversial points on assessment of test tasks and examinations, protection of rights of applicants. A citizen, who does not agree with the results of test or preliminary examination, can appeal. Appeal is submitted in admission commission during one day of announcement of results of preliminary examinations and is considered by appeal commission with participation of applicant. 16. Repeating of test or preliminary examination are not allowed.
17. Enrolment in education organizations is conducted by the consideration of applications on the competition basis. The conditions of competition have to guarantee following of rights for education and to provide enrolment of citizens more capable and prepared to achievement of professional academic program of technical and vocational education, including integrated educational academic programs of higher technical schools. Enrolment in the number of students of educational academic programs of technical and vocational education, providing training of middle specialists, is conducted on the competition basis on the full-time tuition from the 25th of August to the 30th of August, on part-tie tuition – from the 15th of September to the 30th of September. Enrolment in the number of students in educational academic programs of technical and vocational education, providing training of staff in more difficult (applied) professions, is conducted from the 25th of August to the 30th of August on the basis of selection, taking into account marks in profile subjects, identified in documents of education of basic secondary or general secondary education, results of interview. Conditions of selection are determined by an education organization. Competition is conducted: on the basis of points of UNT certificates, on the basis of points of certificates, issued according to the results of preliminary examinations, conducted in the form of complex test for entering higher education establishments in the Republic of Kazakhstan, on the basis of points (marks), received according to results of preliminary examinations or in the form of test, conducted by education organization. In conduction of competition for enrolment the sum of points in three subjects are taken into account according to the point 12 of current Rules, identified in the certificates of UNT or complex test. The persons are not allowed to participate in the competition for enrolment, who got: Less than 20 points out of two subjects, for those who have basic general education, in medical specialties no less than 30 points (less than 30 points out-of-three subjects for entering higher technical schools); Less than 30 points out of three subjects, for those who have general secondary education, in medical specialties – no less than 35 points (less than 35 points out of three subjects for entering higher technical schools). 18. The following persons have privilege during conduction of competition for enrolment in the number of students in government order for education of staff with technical and professional education: 1) citizens, awarded with “Altyn Belgi” sign; 2) winners of international Olympiads and scientific competitions in educational subjects (awarded with diplomas of first, second and third degree), republican and international competitions of performers and sport competitions (awarded with diplomas of first, second and third degree) of last three years, the list of which is determined by authorized body in the field of education, and also winners of republican Olympiads and scientific competitions in educational subjects (awarded with diplomas of first, second and third degree) of current year under the condition of compliance of chosen by them specialty with subject of Olympiad, competition or sport competition. In case of equal points in conduction of competition for enrolment in the number of students in government educational order the preference is given (if the confirmation documents are available) to children-orphans and children without charge of parents, disabled persons of I and II groups, persons equal in benefits and bonds to participants of war and disabled persons after war, disabled persons from the childhood, disabled children, for whom according to the conclusion of medical and social expertise the studying in relevant education organizations is not forbidden, and persons, who have documents about education (certificates, attestations, diplomas) with honors. 19. Enrolment in education organizations is conducted on the open meeting of the admission commission separately for each profession, specialty, language of studying. 20. The order of admission for studying in education organization in the part, that is not regulated by current Rules, is established by a founder or founders (organs of government) of education organization.
