Здравейте! Аз съм капитан първи ранг професор Боян Медникаров и във момента съм началник на Висштето Военноморско Училище “Никола Йонков Вапцаров” в град Варна. Искам да ви приветствам с добре дошли във нашето училище и нека да ви разкажа съвсем накратко за него. То е създадено преди повече от 130 години през далечната 1881 година и оттогава до днес това е ковачницата на кадри за българските военноморски сили и морското корабоплаване. Преминало през много перипетии, през много бури, нашето училище успява да утвърди своя характер на флотска алма матер през вековете и днес то е един от най-притегателните центрове за младите хора, които са избрали да обвържат своята съдба с морската професия.
Нашето училище има престиж на първото българско техническо учебно заведение, а също така престиж на едно от първите български висши училища, чиито дипломи са получили международно признание. Всъщност това се случва в далечната 1950 година, когато е създадена Международната морска организация и само година след това нашите дипломи наистина получават своето официално признание от тази отганизация.
Искам да ви разкажа, че развитието на нашето училище не е само позитивно - ние сме се срещали с ред трудности, преодолявали сме редица препятствия и това е осбено характерно в годините след преобразуванието на нашата страна от... свързани със промяната на социалната и политическата система. Едно от сериозните предизвикателства, които се изправиха пред нас през тези години, е борбата за отстояване и борбата за оцеляване на училището. Още от самото начало на демократичните промени, прекрасната дислокация на нашето училище в идеалната част на град Варна, неговата близост до Морската градина, прекрасната сграда, в която работим и живеем, бе притегателна... бе обект на апетит от страна на някои икономически структури и това бе свързано с техния интерес да развиват друг тип дейност тук в този район.
Искам да кажа, че от средата на 90-те години до 2008 година нашето училище на няколко пъти бе принудено да се противопоставя на опити за понижаване статута на училището му - понижаване статута на училището, превръщането му във своеобразен факултет на национална военно-образователна институция и изместване на нашата образивателна дейност от този район. Искам да споделя, че моите колеги, моите предшественици направиха всичко възможно това да не се случи, използвайки на първо място много високия престиж на училището и факта, че прекалено много хора в град Варна и в нашата страна са тясно - много тясно свързани със Вишето Военноморско Училище.
English translation:
Hello! I am Captain Boyan Mednikarov and currently I am the Commandant of the “Nikola Y. Vaptsarov” Naval Academy in the city of Varna. I would like to extend a warm welcome [to those watching] and to tell you a bit about our school. It was founded more than 130 years ago back1 in 1881, and to this day it is the breeding ground for the Bulgarian maritime force and the merchant navy personnel. Having gone through many ups and downs, many stormy events, our school has managed to establish itself as the naval alma mater [in Bulgaria] throughout the centuries; today it is one of the most attractive centers [institutions] for young people who have decided to tie their fates to the marine profession.
Our school [the Naval Academy] has the prestige of being Bulgaria’s first technical educational institution, and also has the prestige of being one of the first Bulgarian institutions of higher education with diplomas that have been internationally recognized. In fact, that happened back in 1950 when the International Maritime Organization was founded – only a year after that [event] our diplomas received official recognition by that organization.
I would like to tell you that the development of our school has not been just positive – we have faced a number of difficulties, we have overcome a number of obstacles, especially in the years after the transformation of our country from… [the years] related to the alteration of our social and political system.2 One of the serious challenges that we have faced3 over the years has to do with the fight for resisting – the fight for the Academy’s survival. Since the beginning of the democratic changes [in Bulgaria], our Academy’s wonderful location in the best part of the city of Varna, its proximity to the Sea Garden4, the wonderful building in which we work and live, have been the subject of [financial] appetites on the part of some economic organizations5 and their interest in launching different types of activities6 in this area [where the Naval Academy is located].
I would like to say that from the mid-90’s until 2008, our Academy had to fight off attempts to demote the status of the Academy and [attempts] to turn the Academy into a department of a national military educational institution in order for the [Academy’s] educational activities to be removed from the area [the most expensive part of Varna]. I would like to share that my colleagues, my predecessors, have done everything possible to prevent such outcome, using the prestigious status of the Academy in the first place, and the fact that too many people in Varna and the rest of the country are closely – very closely – associated with the Naval Academy.
