University Tuition Policies Bulgarian transcript: Интервюиращ: А ти не спомена, когато говори за университетите, не спомена за самата такса като фактор в бюджета. Ще обясниш ли малко? Алекс: Да, да, определено. Държавните университети преди няколко години, 5-10 години бяха напълно безплатни. Всеки можеше да кандидатства, да се запише там, не трябваше да плаща нито стотинка. Сега, обаче, нещата се променят. Държавните университети започнаха да получават по-малко средства от правителството. English translation: Interviewer: When you were talking about universities [in Bulgaria], you did not mention anything about tuition costs as a factor in one’s budget. Could you explain that in a bit more detail? Alex: Yes, yes, definitely. Public universities used to be completely free up until recently, up until five to ten years ago. Everyone could apply and enroll without having to pay a penny. Nowadays, however, things are changing. Public schools have been getting less funding from the government. That is why they had to find other ways of collecting funds for professors’ salaries and buying resources, and so on. That is why students had to start paying, even though the amounts were minimal in the beginning, but they had to pay something in order to go to a public school. Interviewer: What is the tuition for one semester approximately? Alex: Currently, tuition is higher than [it was] in the beginning because it has been going up every year. At the moment, tuition for one semester at a public university is about 500 leva which is about $300, maybe even less than $300 per semester. Even though that sounds like a very minimal amount, one has to keep in mind that the average annual income in Bulgaria is about 5,000 leva. So $300, give and take, is actually a significant amount. Private universities, however, [charge] about 1,200 leva per semester. So actually, they are a lot more expensive. But that is very interesting because private schools are the most prestigious [institutions] in many other countries, like the States, for example. People [there] are willing to pay more money to go to a very good institution, or they might apply for a scholarship, but [they] actually [insist] on having the opportunity to go to a small private school. In Bulgaria, it is the other way around because public schools are those that have existed for the past 100 years, not even too many of them. Big private… public [corrects herself] universities in Bulgaria are the ones that have more programs of study, they are more popular, students prefer them. So it is a bit ironic: you have to pay less, but the school is actually better. At the same time, public universities are not as prestigious in Bulgaria. Interviewer: Perhaps you mean private [universities]? Alex: Yes, I meant to say private. I am sorry, it is a bit confusing. [Private universities are not as prestigious] because professors at private universities have the feeling that students have already paid [for their education], that is, they [professors] do not have to require too much knowledge from them [the students]. That is a bit… I do not know if I should say [it is the] “Bulgarian mentality”, but that is definitely not how [things] should be. In contrast, professors in public universities demand a lot from their students, they require for [students] to be knowledgeable, to go to class, and so on. And in general, it is known that someone who got their Bachelor’s or Master’s Degree from a public university put a lot more effort than someone who got the same degree from a private university.
