The questionnaire is divided into two sections referring to: (1) the fields of action for youth in Europe proposed by the EC; and (2) the role of local and regional authorities within the Open Method of Coordination.
SECTION I: Fields of action
In the communication "An EU Strategy for Youth", the European Commission proposes a framework for the future of youth policies in Europe. In the interests of creating opportunities for youth, improving their access and participation in society as well as fostering solidarity, the communication clearly identifies eight main fields of action and puts forward different measures that can be taken at EU or MS level. These fields of action are: Education – Employment – Creativity and Entrepreneurship – Health and Sport – Participation – Social Inclusion – Volunteering – Youth and the World
This section of the questionnaire addresses the aforementioned eight fields of action as well as the overarching issue of youth work. You are kindly invited to answer only questions referring to the fields that are of relevance for your institution.
A. Education

Challenges faced by local and regional authorities:

Local: Prevention and analysis of problems
Regional: Initiating specific plans at local level

(b) National authorities:
|
Coordination with the Autonomous Communities.
Driving through educational reforms where necessary, correcting imbalances originating in the system. It is necessary to work out a major national agreement with the main political groups.

(c) The EU:
|
Harmonisation of the strategic guidelines in non-formal education

Has your local authority/ city/ region already taken (or is currently contemplating) any specific measures to address challenges in the field of youth education?
|
Yes. At the regional level, which has been responsible for education for 10 years, practical plans and measures have been implemented to address the problems observed, for example, the educational support Plan and the Rayuela Platform.

Yes, the study of foreign languages.

B. Employment

What challenges do local and regional authorities in your country face with regard to the employment of young people?
|
The level of youth unemployment.
The temporary and insecure nature of jobs for young people of both sexes.
Entering the labour market after education and training clearly poses problems.

Please take a look at the specific actions contemplated by the European Commission within the youth employment field of action (see section 4.2.1. of the communication). Taking into account the subsidiarity principle, what should be the role of the following tiers of authority in pursuing these actions?

(a) Local and regional authorities:
|
Local: identifying the needs and difficulties young people have when entering the labour market. Including the employability of young people as a horizontal priority in government programmes and in governance.
Regional: Envisaging strategic cross-cutting actions in all specific employment programmes, creating positive discrimination measures for youth employment as is the case for women.
|
(b) National authorities:
|
Including strategic guidelines in "social agreements" to encourage access to the labour market for young people in conjunction with the Autonomous Communities. Encourage e-government to make it easier to find work as well as job and training opportunities.
|
(c) The EU:
|
Including positive discrimination measures in favour of youth employment in Community agreements and resolutions.

Little entrepreneurial initiative on the part of young people once they have completed their training.
Lack of awareness of programmes and measures. Difficulty with bureaucratic procedures.

Education: Teaching the optional subject "Entrepreneurial initiative" in three different formats in secondary school or the programme "Using your imagination to become an entrepreneur" in the 3rd cycle of primary education.
