Инициативата за водещите пазари бе приета от Комисията през декември 2007 г. с цел да се стимулират новите пазари чрез прилагането на целеви стратегии в области като устойчиво строителство, рециклиране, продукти на биологична основа и възобновяема енергия. Европейският стратегически план за енергийните технологии (SET-Plan), приет от Съвета и Европейския парламент през 2008 г., за който се предвижда приемането през 2009 г. на съобщение относно неговото финансиране, ще ускори развитието и възприемането от пазара на необходимите авангардни нисковъглеродни енергийни технологии и ще повиши конкурентоспособността на енергийната индустрия на ЕС.

Прегледът на директивата за енергийно данъчно облагане, който Комисията ще започне в началото на 2009 г., има за цел да гарантира, че енергийното данъчно облагане е икономически ефективен и полезен инструмент и ще предостави на държавите-членки допълнителна рамка към схемата за търговия с емисии на ЕС. Свързаното с това предложение за намаляване на ставките на ДДС за екологични стоки и услуги трябва да бъде спешно прието.



3. Външнополитическата програма

Цел 10: По време на заключителната фаза на многостранните търговски преговори от Доха Общността ще води преговори на двустранна основа с ключови търговски партньори, за да открие нови възможности за международна търговия и инвестиции, да подобри достъпа до пазара, като се фокусира върху страни и отрасли, при които все още са налице значителни бариери, и за да насърчи международното сътрудничество в регулаторната област.

Като се имат предвид настоящите икономически условия, се вижда, че от все по-голяма важност е възможността търговската политика да предотврати протекционистичните мерки от страна на нашите партньори, които биха уронили дългосрочната конкурентоспособност на Съюза. Въпреки че трудностите относно постигане на споразумение продължават, успешното приключване на преговорите в Доха остава най-добрия начин за гарантиране на равнопоставеност и откриване на нови пазарни възможности и Общността остава напълно отдадена за постигане на тази цел. След срещата на Г-20 през ноември държавните и правителствени ръководители подновиха своя ангажимент за успешно приключване на преговорите от Доха. В случаите, където все още са налице бариери пред достъпа на пазара, използването на Регламента за търговските бариери на Общността и/или предприемането на действия в рамките на СТО е уместно сега и за в бъдеще.

Паралелно с това Общността продължава да се ангажира на двустранна основа с ключови търговски партньори и да насърчава допълнително регионалната икономическа интеграция със своите съседни райони, например чрез Съюза за Средиземноморието и политиката за разширяване. Широкообхватните двустранни споразумения с ключовите търговски партньори дават възможност на ЕС да надхвърли ангажиментите по линия на СТО и да включи амбициозни разпоредби за регулаторно и трансгранично сътрудничество. Преговорите с Южна Корея, Индия и страните от АСЕАН напредват, при все че скоростта е различна, също както и преговорите със Съвета за сътрудничество в Персийския залив и с Украйна. Споразумението за партньорство и сътрудничество, което е във фазата на преговорите с Китай, има за цел подобряване на достъпа до пазара и на регулаторното сътрудничество. В допълнение към това, продължаващите преговори за сключване на споразумения за асоцииране с Меркосур, с Андската общност и с Централна Америка включват важни части относно търговията и други измерения.

Като част от Лисабонския пакет за 2008 г., Комисията докладва на Европейския съвет относно първите резултати от нейната обновена Стратегия за достъп до пазарите. Тя също определи държави и сектори, при които остават съществени регулаторни бариери и представи новите пътища за увеличаване на международното сътрудничество в регулаторната област. Създаването на стабилно общо регулаторно пространство с основните търговски партньори, като например чрез Трансатлантическия икономически съвет със САЩ и чрез Търговския механизъм на високо равнище с Китай, допринася за процеса на хармонизиране на регламентите и стандартите. Необходимо е да се продължат действията за подобрение на ефективността на системата за прилагане на правата върху интелектуална собственост срещу фалшифицирането и за разширяване на съществуващите секторни споразумения. По-нататъшното отваряне на пазара, свързано със започването на втория етап на преговорите по споразумението между ЕС и САЩ за въздушен транспорт, споразуменията за реформиране на авиацията с други ключови икономически партньори (например Канада, Китай и Индия) и завършването на Споразумението за Обща европейска въздухоплавателна зона със съседите на ЕС, като например страните от Средиземноморието, остава от ключово значение.



4. Заключение

Изпълнението на ПОЛ върви с пълна скорост. При все това, редица важни законодателни актове все още са в процес на разглеждане и трябва да се приемат незабавно от европейските институции на приоритетна основа. В допълнение към това, както е посочено в плана за възстановяване, и с оглед на специалните икономически обстоятелства, ще са необходими допълнителни действия на ниво на Общността. Комисията ще докладва за осъществяването на тези мерки в доклада за изпълнението на ПОЛ за 2009 г.
