Requirements for the use of the issued IEPs to persons

2. IEP gives right to access, as follows: for Checkpoint No.1 – to all workers and employees of the external company, and to Checkpoint No. 1 and the administrative building of “Management-block 2” to leading employees of the counterparty company. IEP for access to the administrative building “Management-block 1” are not issued. The IEPs issued are without access rights to other administrative buildings and sites with controlled access on the territory of “Asarel-Medet” JSC, except in the cases where this is explicitly written in the contracts signed with “Asarel-Medet” JSC. In the rest of the cases, where the need requires, the external persons and company-assignees use single passes, issued at Checkpoint No. 1.

3. IEP for persons, who will register daily at entry and exit from the territory of the enterprise during manufacturing or other types of activities, are issued after carrying out of initial OSH instruction from the OSH Department and presenting of official notice, annex No. 2 to Ordinance No. RD-07-2 from December 16 2009 y. for the conditions and the order of carrying of periodic training and instructions of the workers and the employees in accordance to the rules for providing occupational health and safety conditions.
4. In the cases where the employees of external companies are transported to and on the territory of the enterprise with own vehicles, the vehicle is obliged to stop at Checkpoint No. 1, the passengers get out of it and register with IEP individually through the access controller at Checkpoint No.1. The vehicle and the driver are being checked in accordance with the established order in the enterprise. After passing the barrier at Checkpoint No.1, the passengers get inside the vehicle again and continue on their established route to their designated workplace. This order is applicable also when leaving the territory of the enterprise.
5.In the case of stolen or lost IEP, its owner shall notify immediately the security on duty at Checkpoint No. 1 at tel. 493.

Fine amounting to 10 levs shall penalize failure to comply with the storage requirements/in the case where the card is stolen or lost/ by the responsible person and a new card shall be issued to him.

6. At all places with mounted registration controllers there are cameras for monitoring with continuous recording of the events.

7. The following actions are strictly forbidden:

a. Jumping over the tourniquets.

b. Removing the tourniquets

c. Passing under the tourniquets.

d. Opening of the side doors with sign “Passing forbidden”

e. Passing of two or more persons with the same IEP.
f. Jumping over the additional fences around the tourniquets.

Shall unauthorized use of the issued IEPS be ascertained, misuse, failure to comply with the access regime, mala-fide actions towards the video-monitoring systems, access control and fire safety systems, monetary fines shall be issued in the amount of 50 levs for each case.

The sanctions are imposed on the external company-assignee, and it on its behalf settles with the respective persons at fault.

8. The issued IEPs shall be brought back to “Asarel-Medet” JSC at Checkpoint No. 1, after their expiry. In the case where the IEPs are not returned, the company is bound by the above-mentioned sanctions.

Control of usage and export of stock-material valuablesfrom the enterprise, when they are property of foreign legal persons and individuals.

1. Everyone who imports and exports stock-material valuablesto and from the premises of the enterprise is obliged to declare them at the respective checkpoint, while defining their type and quantity, as well as their origin and property, by presentation of respective document.

2. Department “Company Security” carries out periodic checks of the guarded territory of the enterprise and the office roads and checks based on signals for compliance with the established rules and protection of the property of the enterprise and its designated companies from encroachment. The ascertaining protocols of the Department are binding on the companies, carrying out activities on the territories of “Asarel-Medet” JSC.

4. In the case where property is left unattended after the end of the working hours, on weekends or other holidays, as well as where there are emergencies, natural disasters and law violations, the staff from “Company Security” Department shall be contacted immediately at tel. 478, tel. 285 and GSM +359887 800077.

5. In the case of exporting stock-material valuables, property of foreign legal persons that have sites and carry out activity on the territory of the enterprise, the same shall present expedition notice by sample of “Asarel-Medet” JSC, signed by authorized officials leading the contracts with the respective companies, which shall be considered sufficient condition for the acceptance of the stock-material valuables.

6. Individuals may export stock-material valuables from the premises of the enterprise after they prove to the Checkpoint official on duty their ownership over the load. Declaring stock-material valuablesby type and quantity during the import at the premises of the enterprise and their filing at the special diary of the checkpoint is a sufficient condition for the acceptance of stock-material valuables.

Note: Leaders of foreign legal persons shall present at “Company Security” Department of “Asarel-Medet” JSC the list of authorized officials and specimens of their signatures, as well as copies of the respective sample annexed documents and the order for their use.
Each individual, acting in the quality of worker or representative of an external partner of “Asarel-Medet” JSC, dwelling on the territory of the enterprise, is obliged to keep strict confidentiality in relation to any and all information that has become known to him in the course or because of his carrying out of the contractual obligations stemming from the respective contract with “Asarel-Medet” JSC. The individual failed to comply with this requirement brings full responsibility in accordance to the legally established order.

The officials who control the carrying out of contractual obligations shall introduce the company leaders, who have been granted access to the enterprise on the basis of the signed contract, to the general requirements of these rules, as well to the existence of access- and video-control systems. Shall failures on behalf of representatives of the external companies be ascertained; the CEO and the head of “Company Security” Department must be notified immediately in order for emergency measures to be taken.

1. The companies /enterprises/, having access to carry out activities on the territory of “Asarel-Medet” JSC, form their personnel from people living in the Panagyurishte municipality through pre-coordination with the management of “Asarel-Medet” JSC.

For this purpose, the counterparty presents lists with the positions and professions needed to be filled and the qualification requirements for them immediately after the contract has been signed or currently, if needed. Periods and stages for appointing of the appropriate personnel have to be defined in these lists.
2. The counterparty presents in Direction “HR” of “Asarel-Medet” JSC employment requests in the respective companies with annexed CV and copy of capacity certificates. The requests are addressed to the respective leader of the company, for whose workplaces the requests are sent.

3. The candidatures shall be reviewed within one week in the direction in coordination with company representatives and the council for social cooperation of “Asarel-Medet” JSC, while beforehand researching the following criteria:

• 
  Has the candidate worked at “Asarel-Medet” JSC before, and if yes, what are the reasons for his leave;
  
• 
  Possibility for hiring with advantage workers at the enterprise who are considered for release due to reduction of the personnel;
  

4. After the selection has been made, on the next day he list with approved candidates has to be presented to the HR Director of “Asarel-Medet” JSC for confirmation and only after that the respective company leaders may issue appointing orders.

6. While selecting subcontractor/deliverer the companies granted the right to carry out contractual activities/deliveries on the territory of “Asarel-Medet” JSC, give right to first denial to companies, registered in the territory of Panagyurishte Municipality.
