3.3. Analysis of the strengths, weaknesses, opportunities and threats and analysis of the problems:


The set out in the previous two paragraphs resources and trends in the development of the target areas can be allocated provisionally into three categories from the viewpoint of the scope of LDS of LIG DEVNYA - AKSAKOVO:

  • Factors, associated with urban areas;

  • Factors, associated with rural areas in relatively general terms;

  • Factors, directly related to the development of rural areas and the rural economy.

To the first group of factors we relate primarily investment plans related to the development of manufacturing- transport infrastructure of the Varna agglomeration area. The plans to absorb the rural areas, change of use of agricultural land for civil construction and manufacturing, etc. are also classified here. Since the rural areas are systematically related to the urban ones, despite the lack of powers of LIG DEVNYA - AKSAKOVO to decide on the planning of the territory, the LIG as a legal person should be involved in the public discussions of plans and programs. Towards these factors we should also classify and the policies related to the suitability of education, status of minorities, health and similar, as they are subject to interventions of other plans and funding programs. These factors were excluded from further analysis because they fall outside the scope of the LDS.

To the second group of factors we classify those related to services for the population and the economy of rural and urban development and urban development. The related investments are eligible for financing under the LDS, but in general, such an approach would appear to be ill-suited. For example, the budget for a project for the water cycle of a given village would exceed the budget of the LDS and the effect would be limited to the particular settlement alone, where it is implemented. Furthermore, the implementation would be impeded by the restriction, that any given project under the LDS, should not be over the equivalent of 200 000 Euros. These factors are not excluded from further analysis.

To the third group of factors we classify those who were significantly positively affected by implementation of the LDS. In the first place we should classify factors related to local business - agricultural producers and forest cooperatives, enterprises from the FPI and microenterprises from other sectors. To be effective these efforts require coordination and partnership with the local authorities. In the LDS are also envisaged and public projects that will support and complement the efforts of the business and increase the added value of the territory.

Analysis of the strengths, weaknesses, opportunities and threats

The analysis under items 3.1. and 3.2. of the LDS of LIG DEVNYA - AKSAKOVO was presented appropriately to the local partners during group discussions. On the basis of the discussions was developed a detailed SWOT analysis by socio-economic groups. The same was summarized and is shown below. The field of the analysis is consistent with the eligible activities for inclusion in the Local Development Strategy and the powers of the Local Initiative group described above.

STRENGTHS

Availability of industrial zones and logistics infrastructure

Excellent accessibility and good connectivity of the territory.

Rich cultural heritage - preserved traditional crafts and customs, as well as presence of material monuments of culture

WEAKNESSES

Difficulties in integrating the territory during planning. Use of resources for independent and non-integrated projects.

Limited resources and structures to update the territory.

POSSIBILITIES

Internationalization of the territories.

Creating a rural territory of traditions, natural and cultural heritage

THREATS
Outflow of skilled labor to businesses in the agglomeration area.







Priority needs in the case of intervention

- Use of proximity to the district town and Black sea resorts for sale of the territory

- Development of processes of interaction and integration between the various economic sectors for the creation and development of competing chains.

Strengths, weaknesses, opportunities and threats: Industrial, agricultural and FPI sphere

STRENGTHS

Traditions in agriculture and FPI

WEAKNESSES

Lack of farmers' organizations, combined with their fragmentation.

Limited resources and structures to update the territory.

POSSIBILITIES

Internationalization of the territories

Traditional agricultural products and foods

Development of e-commerce

Development of networks of rural tourism

Integration of the rural economy with the tourism network

Rich cultural heritage - preserved traditional crafts and customs, as well as presence of material monuments of culture

Development of an integrated tourist product

THREATS
Outflow of skilled labor to businesses in the agglomeration area.







Priority needs in the case of intervention

- Improvement of local products through integration in a network of local agriculture, FPI, craftsmanship and logistics base

- Use of proximity to the district town and Black sea resorts for sale on the territory of the traditions, cultural and natural diversity.

Strengths, weaknesses, opportunities and threats: Environment

STRENGTHS

Presence of significant areas of the Natura 2000 network;

Availability of recreational and protective forests

WEAKNESSES

Presence of large-scale infrastructure of the chemical industry.

Availability of transport infrastructure (port for dirty cargo, highway, airport)

Vulnerability of natural areas to anthropogenic influence;

Obsolete water supply network, lack of sewerage

Presence of chemical fertilizers with expired shelf-life.

POSSIBILITIES

Opportunities to improve natural ecosystems, with particular attention to non-agricultural land

Possibility of gasification and use of RES

Use of SF to improve the water cycle

THREATS

Risk of deterioration of the quality of water and soils




Priority needs in the case of intervention

- To combine environmental protection with its valorization

- To develop a culture of sales in the territory

- To integrate the biodiversity of the territory (protected areas, parks) and the cultural diversity (traditional crafts and customs, and material monuments of culture)



Strengths, weaknesses, opportunities and threats: Technological field

STRENGTHS

Availability of resources in the territory for improving the environment components.

WEAKNESSES

Low population density, which is why some investments in IT are not profitable

POSSIBILITIES
Use of mobile networks to access the Internet.
Use of the resources of the Structural Funds and the EAFRD to build public IT infrastructure.

THREATS
Inability for the local partners to benefit from the modern purchase methods.
