1. Description of LIG (about 2 pages)


Instrumentation
The main idea of the LEADER Approach is based on the understanding that due to diversity of rural regions in Europe the development strategies are much more effective and efficient if planned and applied on local level with the participation of local interested groups accompanied by clear and transparent procedures supported by the respective municipal administrations. The difference between LEADER and other more-traditional rural regions development measures is the way LEADER states “how” to act but not “what” shall be done. The LEADER Approach characterizes with 7 main characteristics:

  • Approach based on a certain region

  • Bottom-up approach

  • Public and private partnership: local initiative groups (LIG)

  • Easing innovations

  • Integrated multi-section activities

  • Work in “networks” on region, national and European level

  • Cooperation

Every characteristic completes and interacts with the others during the overall process of application.

Local Initiative Group (LIG) has for objective identifying and implementing the local development strategy by taking decisions for distribution of financial resources and their management. LIG are directed towards the sustainable development of the specific region through:

  • Unifying and mobilizing the available human and financial resources for the public, private and civil sector;

  • Unifying the local interested parties around mutual projects and multi-sector activities for achieving the synergy “co-ownership” regarding applying the approach and mobilizing critical mass, necessary for improvement of the economic competitiveness in the region.

  • Developing and enhancing the dialogue and cooperation between various interested parties through decrease potential conflicts and easing the process of taking derisions through consultation (exchange of opinions and positions) and discussions between interested parties;

Who are the operating individuals of LIG? The inclusion of local interested parties means local population as whole, specific groups with economic and social interests and representative public institutions. LIG shall unify the partners from the public and private sector, to be well-balanced and representative for the existing local, various and interested parties in the region. What functions have the local initiative groups? The local initiative groups are delegated liability to undertake a big part of the management responsibilities (for example the tasks of selecting projects, payment, monitoring, control and assessment) with regards to individual actions. They are expected to:

  • have autonomy when taking decisions and opportunities for unburdened attitude towards the local resources;

  • be united various interested groups in the region around common projects;

  • link various measures;

  • be capable to determine the opportunities provide by various types of local resources;

  • be opened to new ideas;

  • be capable to link and integrate separate sector approaches.

1.1. Municipalities/ territories falling into the territory of LIG:


The municipalities which hold LIG DEVNYA – AKSAKOVO are Devnya Municipality and Aksakovo Municipality.

The overall population on the territory of LIG DEVNYA – AKSAKOVO is 31153 persons, i.e. complies with the requirement of art. 9, par. 1 of Ordinance 23/ December 18th, 2009. The ration men-women is 1041 women to 1000 men. Noted shall be the comparatively favorable age structure of population in both municipalities (see Appendix №1). The working age share of population for both municipalities is below the average values for Bulgaria, Northeast planning region and district of Varna but this is due to substantial degree of working age population – the share for both municipalities is above the average for the country, the planning region and the district.

1.2. Map of territory:

The territory of LIG DEVNYA – AKSAKOVO encloses entirely the territories of Devnya Municipality and Aksakovo Municipality and has unbroken borders. All towns in these two municipalities are included in the LIG’s territory. On the east the territory borders with Varna Municipality and Black sea, south-east- Varna Municipality; south borders with the Beloslav, Avren Municipalities and Beloslavsko lake, west – Provadya Municipality, north-east – Vetrino, Suvrovo and Valchi dol Municipalities, north – Balchik and Dobrichka Municipality.

The territory of LIG DEVNYA – AKSAKOVO is geographically related and complies with the requirements of art. 9, par. 3 of Ordinance 23/December 18th, 2009.

1.3. Organizational structure of LIG:

1.3.1. Composition of LIG and of management authorities, composition (structure/ roles) and responsibilities;

1.3.1.1. LIST OF MEMBERS OF COLLECTIVE SUPERIOR AUTHORITY (GENERAL ASSEMBLY) (see Appendix №3).

1.3.1.2. LIST OF MEMBERS OF THE MANAGEMENT AUTHORITY (MANAGEMENT BOARD) (see Appendix №4).

1.3.1.3. LIST OF MEMBERS OF THE SUPERVISORY BOARD

(see Appendix №5).



LOCAL INITIATIVE GROUP DEVNYA - AKSAKOVO represents form of public and private partnership with compulsory participation of Devnya and Aksakovo Municipalities. The participation of municipalities Devnya and Aksakovo is on the grounds of Decision 432/March 19th, 2010 of the Municipal Council – Devnya and Protocol No 24.03.2010/ of the Municipal Council – Aksakovo. The membership in the partnership is voluntary. The members are natural persons and entities which share the purposes of the partnership and the means of their achievement and accept to fulfil its Statute.

Association’s authorities are:



  • Collective Superior Authority of LIG DEVNYA AKSAKOVO is General Assembly;

  • Management authority of LIG DEVNYA AKSAKOVO is Management Board of the partnership and

  • Supervisory authority is the Supervisory Board

The association’s management is carried out upon abiding by the rules of selection, equality, democracy, mandate.

(see Appendix №6).

1.3.3. Organizational structure/ scheme.

1.4. LIG’s management:

1.4.1. Management authority;

The General Assembly is a collective superior authority in which take part all members of the association. The General Assembly carries out powers and takes decisions on matters explicitly stated in the statute. The membership rights and obligations are non-transferable and do not go to other people in the event of death or membership’s termination. The membership rights exercising can be provided to others through authorization with power of attorney with notary certification of signature. The powers of this authority are described in details above. (in point 1.3 of the following strategy - Appendixes).



Management Board and chairman of the Management board: LOCAL INITIATIVE GROUP DEVNYA – AKSAKOVO is managed by a Management Board and represented by its chairman. The members of the Management Board is selected by the General Assembly for the term of 3 (three) years. The Management Board has 9 (nine) members which are members of the association. Member of the Management Board can be an entity – member of the association as on the sessions of the Board it is represented by its legal representative or an explicitly authorized individual. The powers of this authority are described in details above (in point 1.3 of the following strategy).

Powers of the Chairman of the Management Board:

LIG DEVNYA – AKSAKOVO is represented by the Chairman of the Management Board.



The Chairman of the management board is selected upon decision of the General Assembly of the association. In the activity he is supported by a deputy – chairman and secretary of the MB also elected upon decision of the General Assembly of the company. The chairman of the management board is entitled to carry out all actions and deals which are related to company’s activity, to represent it and authorize other people to carry out certain activities. The chairman of the MB is not entitled to alienate or encumber real estate of the association unless explicitly authorized. The Chairman of the MB: organizes the execution of decisions of the Management Board; ensures economics and preservation of its property; concludes employment agreements with association’s employees besides those appointed by the Management Board; reports immediately to the MB for substantial circumstances regarding association’s activity.

The Supervisory Board consists of 3 people – members of the association which are elected by the general assembly for the term of five years who can be re-elected for at most two consecutive mandates. The Supervisory Board conducts sessions at least once every six months or upon request of some of its members. The chairman of the Supervisory Board chairs its sessions as in its absence its functions are taken by the Supervisory Council which is preliminary stated. The sessions are regular if present are at least 2/3 of its members as decisions are taken with ordinary majority of the present ones. The details about the rights and obligations of this authority are described in point 1.3 of the following strategy.

1.4.2. Description of positions and requirements to the Executive Director and personnel.

Rights, obligations and liabilities of all employed in the LIG’s management. (job description).


At LIG DEVNYA – AKSAKOVO with review of ensuring labor resources for execution of set goals foreseen are the following positions:

        • Executive Director

        • Accountant

        • Assistant

        • Experts on applying activities on Local Development Strategy (two)

The Executive Director is elected and assigned by the Management Board and may not be a member of the association. He is liable for the applying of the Local Development Strategy as the specific authorities are determined by the employment agreement and the job description confirmed by the MB; ensures execution of the decisions of the MB in relation to assigned powers; settles issues which in compliance with the Statute of the ASSOCIATION may be assigned by the management board; receives remuneration for his activity which size is determined by the management board in compliance with the requirements of Ordinance No 23 and the adopted Local Development Strategy.

Requirements for taking the position of an Executive Director (see Appendix №8).

The assistant is liable for the proper and lawful keeping of documents from the Commission’s sessions for selection of project offers, the MB, the General Assembly and the weekly briefings. The assistant is directly subordinate to the executive director. As his specific authorities are determined in the employment agreement and set job description. He maintains and updates the database with contact information about partners, experts, institutions and or authorities the Association works with. Bears administrative and criminal responsibility for damages caused to the Association “LIG – Devnya – Aksakovo”, in compliance with effective normative requirements. He is liable for the quality of organization of technical service of the Executive Director, expert on applying the local development strategy, accountant, MB and the General Assembly.



Requirements for taking the position of an Assistant (see Appendix №9).

The accountant organizes and carries out preliminary, current and subsequent internal financial control on abiding by the financial and payment discipline, the formatting of initial and official accounting documents, regular execution of inventories and reflecting the results of the same. Manages and organizes the accounting activity through an optimal centralization of accounting operations and ensures timely reflection in the accounting of all economic operations. As specific powers are determined by an employment agreements and set job description. The accountant of the association is directly subordinate to the Executive Director. The accountant is liable for the condition of the financial disciplines and not allowing expenses and misuses, responsible for the veracity of the financial and accounting documents, liable for meeting the terms of providing financial references and information of the Management Authority of Rural Regions Development Programme and preparing the accounting statements of the Association.



Requirements for taking the position of an Accountant (see Appendix №10).

The Expert in applying activities on the Local Development Strategy is directly link to supporting the work of the Executive Director (ED) of the Local Initiative Group (LIG). The expert in applying the Construction and Installations works coordinates the entire process of selection of projects, follows the quality of execution of the projects. Together with this the expert shall know in details the Local Development Strategy so he can provide objective consultations to future beneficiaries. As his specific powers are determined in the employment agreement and set job description. The position of Local Development Strategy expert is directly subordinate to the Executive Director.
