17. Rules of conduct:


17.1. Use of alcohol or any other type of drugs on the territories, controlled by Asarel-Medet JSC is strictly prohibited.

17.2. Any accidents, incidents, injuries, first aid, material damages shall be immediately reported to the SHW Department of the Principal.

17.3. The obligations and the responsibilities of the Contractor, Asarel-Medet and the concerned parties are specified in the Healthy and Safety Labor Conditions Law.

18. Order and cleanness:


18.1. Always and at any time, Contractors shall keep order of all materials and spare parts, and shall clean any refuse from the working site immediately after work.

18.2. Nutrition on working places is prohibited. Nutrition may be done only in premises, which comply with the sanitary requirements.

Drinking of water from not controlled sources is prohibited.

All specified requirements are to be observed also by the sub-contractors of the Contractor Company. The Contractor shall automatically be treated as a coordinator in the event of using sub-contractors. When hiring sub-contractors, the Contractor shall present this Appendix to the Agreement with Asarel-Medet JSC for information and execution by sub-contractors.

ІІ.2. Environmental requirements

Contractors, working within the controlled by “Asarel-Medet” JSC territories are obliged to follow the following rules:


1. When entering the factory, all vehicles must be inspected by the person on duty at the checkpoint, by the leading contractor or a representative of his. In case of found leakage/ spilling of materials, the vehicle is not permitted to enter the company’s area unless the problem is solved.
2. Pollution and disposal of any materials on the territory, controlled by “Asarel-Medet” JSC is prohibited, unless designated at the specially provided for this areas.
3. When a vehicle and/or other machines need to be repaired, it should be done in the specially provided for this area- Central Repair Base, in the repair area of the respective contragent approved by the company management, or outside the territory of the company.
4. After executing construction and repair activities on the territory of the company, every working day and after finishing the working process, the surrounded areas should be cleaned of any waste.

5. The generated by the repair waste/ waste oil, filters and other consumables, oiled sawdust waste and other kinds of waste/ shall be collected separately in the designated and labeled containers at the ARC workshop or shall be exported outside the company’s territory.

6. In case of accidental leakage or spill of SML or other materials, the Ecology department at Asarel-Medet JSC at – Tel: 0357 60254 and the Corporate security department – police officer at duty at Tel:0357 60285 should be notified immediately, immediate steps should also be taken to reduce and eliminate the environmental impact.

7.When vehicles transporting concentrates are loaded, the trunks should be covered with tarpaulins in order to prevent spillage of the concentrate during transportation.


8. “Ecology” department at “Asarel-Medet” JSC carries out ongoing sudden checks and signal checks in order to ensure the compliance with the ecological rules and requirements. Protocols, established by the Ecology department indicating any observed discrepancies, are obligatory for the contracting parties.

9.In case of found discrepancies or failure in following the environmental requirements, the contractual parties executing their respective service shall take all expenses on the actions taken for the reduction and elimination of the environmental effects caused. Costs shall be deducted by the agreed remuneration and in case it is not sufficient, the rest of the amount shall be paid and transferred to the „Asarel-Medet” JSC bank account within 3 days after receiving the notification letter with the stated amount requested.


ІІ.3. Corporate security

1. Entrance and exit within the controlled by “Asarel-Medet” JSC territory is possible only through the specially stated checkpoints where a pass is issued in accordance with RI-IMS “Organization of the crossing regime” at “Asarel-Medet” JSC and the issue of passes is regalement in the – Application of the General terms and conditions.

2. All vehicles and persons, entering, passing through or leaving the territory of the company shall be checked by the person on duty at the checkpoints in accordance with the working instruction, stated in p.1.

3. Anyone who imports or exports SMTS in or outside the company’s territory is obliged to present and declare them at the respective checkpoint as well as note their type, quantity, place of origin and ownership by presenting relevant documentation in accordance with the requirements, stated in p.1.

4. Driving out of the routes and the sites associated with the activities of the contractors is not allowed. Visits in manufacturing or administration facilities and other premises which are not directly related to their field of activity is also strictly prohibited.

5. Department “Corporate security” performs periodic checks and signal checks on the guarded territory of the company and departmental routes following compliance with the established rules and in order to protect the assets of the company and its subsidiaries from any harm. Protocols issued by CS department are binding for the companies working under contracts and operating within the territory of “Asarel-Medet” JSC.
6. When violations of the property on the territory of “Asarel-Medet JSC”and its subsidiaries are detected, as well as in the situations of creating conditions and prerequisites for such violence, the respective offenders shall take the full responsibility and shall be prohibited to enter the territory of the company. The offenders are obliged to fully compensate the company for the caused damages. All offences shall be reported to the Ministry of Interior and the Prosecutor’s office.
7. When the property is left unobserved during non-working hours, holidays, vacations, emergencies, disasters and committed offences the employees from the “Corporate security” should be promptly notified at Tel:0357 60 478 and Tel: 0357 60 285.
8. Any person, acting as a worker or a representative of an outside partner of “Asarel-Medet” JSC, is obliged to observe strict confidentiality regarding any information which has become familiar to him during or in connection with the execution of his obligations under the respective contract with “Asarel-Medet” JSC. For non-compliance with this requirement, the guilty person shall be liable under the statutory procedure.

III. Employment of workers/employees in companies, carrying out activities on the territory of “Assarel Medet”
1. The companies /partnerships/, which have been allowed to carry out activities on the territory of “Assarel Medet” JSC, choose and hire their personnel among the citizens of Municipality Panagurishte, coordinating this process with the management of “Assarel Medet” JSC.

In order to achieve this goal, immediately after the contract is signed or when there’s a need the contragent draws up a list with the necessary positions and professions. This list determines the terms and stages for hiring the appropriate personnel.


2. The contragent hands in a job application form together with a curriculum vitae and a copy of documents for qualifications in the “HR” Department. The application forms are addressed to the respective manager of the firm the contragent applies for.
Within a period of one week all applications are examined by the HR Department together with representatives of the firms and the “Assarel Medet” Council for Social Coordination according to the following criteria:


  • - Has the applicant worked in “Assarel Medet”? If the answer is positive, what are the reasons for his resignation?

  • - A chance for hiring of persons working in the company, who are expected to loose their jobs due to a reduction of the statt.

4. On the following day after the selection was made a list with the approved candidates is submitted to Director “HR” for confirmation. Then the respective managers of firms can issue letters of appointment.
5. Any exclusion to the above stated is possible only in cases when there are no specialists in the municipality for certain professions.

The present general terms are an integral part of the contracts concluded by „Asarel-Medet” JSC with external partners, in case of clause conflicts between the respective contract and the general terms and conditions, prevails the text stated in the contract.
