Summary
Republic of Korea, which started several decades ago by a relatively low level of techno-economic development today is the country, demonstrating remarkable innovation dynamics, promising the inclusion of the country in the club of XXI century global technological leaders. These achievements attracted attention of both researchers and the wider audience worldwide.
The goal of the study is the understanding of the key parameters of the innovation process in the Republic of Korea. This understanding is seen as a prerequisite for the identification of the key factors of innovation dynamics of the Republic of Korea.On that base the further development of the study will be the seeking of these useful moments in the Korean experience which will be possible to implement in the Bulgarian practice.
Introduction
In the last decades of the twentieth and in the first decade of the twenty-first century we are witnessing how the Republic of Korea starting from a relatively undeveloped country becomes a technological leader of global dimension. Clearly such a development not only attracts the attention of interested researchers, but at also the wider audience worldwide. This positive dynamic is of particular interest for our country, where its ability to survive in the twenty-first century is directly dependent on the answer to the question will be Bulgaria able to form an innovation platform as the only alternative for sustainable development.
The importance and relevance of this topic is orienting the goal of the study to focus on understanding the key parameters of the innovation process in the Republic of Korea. The creation of such understanding is a basic condition for the identification of the key factors for the innovation dynamics of the Republic of Korea. On that base the further development of the study will be the seeking of these useful moments in the Korean experience which will be possible to implement in the Bulgarian practice.
To achieve the abovementioned goal the study is structured into three main parts, namely:
• National Innovation System of the Republic of Korea – key stages of development;
• Basic blocks of the management and operation of the national innovation system of the Republic of Korea;
• Instead of conclusion - an overview of the essential elements of the innovation process in the Republic of Korea.
Basic methodological matrix of our study is the system approach.
The latter allows on the base of the analysis of the facts aspect to realize the critical interrelated factors, resources, processes and approaches that build the synergy of innovative movement of the Republic of Korea.
Another methodological approach is that of historical analysis. It allows us by tracking the dynamics of the innovation process to carry out a comparative analysis of the qualitative differences in its stages and characteristics. Hence, to go to the classification of different parameters of the innovation development and to crystallize the key points in it.
Through such structuring of factual material and by implementation of the abovementioned approaches, we hope that we will achieve the goal - a clear understanding of the key parameters of successful innovation dynamics of the Republic of Korea as acountry with a clear aim - to be one of the technological leaders of the XXI century.
1. National Innovation System of the Republic of Korea - basic stages of development
Under the term national innovation system is understood complex of structures and activities in the frame of which is performed the national innovation process. The developed national innovation system consists of the following seven parts, let us provisionally call them "blocks":
1.Institutional block - these are different structures of state and local governments and their activities, which help to form the national innovation policy and to create the political, legal and administrative environment for the innovation process;
2.Creative-innovation block - it includes innovative activities and structures such as:
• Fundamental research conducted by academic institutes, laboratories, centres and
Universities;
• Applied research conducted by academic and educational institutes, laboratories and
centres and universities;
• Research and project design activities, which engage in R & D units of corporations,
Autonomous R&D facilities, design bureaus, and other technological facilities;
• Discovery, innovative, inventive and rationalization activities - they are developing by
educational institutions, industrial and non-industrial structures, institutions, and by
independent groups and individuals;
3.Blok for innovation transfer - an innovative idea cannot enter directly into practice, because between the world of ideas and the practice of their application there is a huge "gap". This is why it is needed to block for the transfer of innovation as a set of different character structures and activities, such as patent offices and activity evaluation expertise - innovation and technology transfer centres dealing with demand and supply of innovative ideas, analysis of innovation niches, innovative forecasting and the like;
4.Financial block - i.e. structures and financing activities of the innovation process. These are banks, funds, and other programs through which takes place the innovation’s funding in various forms such as:
• Loans;
• Direct investment;
• Grants;
• Programming and design schemes;
• Other.
5.Manufacturing block - generally the production of innovative products involved two types of structures:
• Production units of large companies;
• Small businesses, often created precisely for the production of innovative products;
6.Block for nurturing of innovative structures and specialists - as a rule consists of two types of structures:
• Educational entities - universities, technical and other colleges and schools, training
centres and other innovative professionals in their preparations;
• Business incubators and innovation centres, preparing, initiating and creating
innovative structures - offices and technological bases, small innovative companies
and the like, while also promoting the creation of innovative clusters – “techno
parks”, science cities and other similar .
7.Block to carry out propaganda and information activities in support of the innovation process - including media, advertising agencies, fairs, exhibitions and other dealing with such propaganda and information activity.
National innovation process in the Republic of Korea takes place within several periods, which have significant differences, both in basic terms and conditions for carrying out innovation activities, and especially in terms of the content. Below we will try to look at these periods and to give them the main characteristic in tabular form, based on certain indicators, namely:
1. Economic conditions for the innovation process:
• Base level of economic activity and trends of economic dynamics;
• Macroeconomic policy of the state and trends;
2.Inovation process - basic parameters:
• Share of GDP allocated to science and new technology;
• Guidelines for development and innovation policy;
• Structuring of the innovation and development policy;
• Area of innovative development and scope of the innovation process.

1. Economic conditions for the innovation process:

Base level of economic activity and trends of economic dynamics

. Starting of catching up development based on export-oriented light industry. In technological term economy is characterized by simulation type dynamics. A major driving factor - low-cost labor.

Macroeconomic policy of the state and trends
|
State policy is characterized by preparation of legal and institutional basis for accelerated catch-up industrialization. In this regard, in 1962 launched the first five-year economic plan.

The innovation process is limited in space, poorly structured and oriented to rationalize the forming technological base. It reflects the still undeveloped technical basis and insufficient development of industries with low level of added value.
